Former Conservative MPs, peers and David Cameron’s late father are among scores of people and politicians whose financial affairs have been exposed by a massive leak of data about offshore investments.

The leak of more than 11 million documents from the Panamanian law firm, Mossack Fonseca, casts an unprecedented light on the way the rich and powerful are able to use tax havens to shield their wealth.

Ian Cameron, the prime minister’s father who died in 2010, is reportedly named as a client of the firm. Six members of the House of Lords, three former Conservative MPs and “dozens” of donors to UK political parties who have been shown to have had offshore assets – although none have so far been named.

He reportedly used the law firm to shield his investment fund, Blairmore Holdings Inc, from paying taxes in Britain.

WHAT ARE THE PANAMA PAPERS?

A GUIDE TO THE BIGGEST DATA LEAK IN HISTORY

No matter where you are in the world, there are three words you are absolutely certain to hear over, and over, and over again in the coming days, weeks, and months, and those words are: The Panama Papers. What do we know about them? The video below gives a basic breakdown, but to sum up the Panama Papers from a very high level, they are documents (in this case 2.6 terabytes of data worth) which are processed or held by Mossack Fonseca, a Panamanian law firm that sells anonymous offshore companies around the world. The shell firms they sell enable their owners to cover up their business dealings, regardless of how shady the business dealings may be.

One can only surmise how long it will take to sort through that much data, but even at this early stage, a few things are worth noting. First, not all people who use offshore shell companies are crooks, bad people, or doing anything illegal. Second, many people using offshore shell companies ARE crooks, bad people, and ARE doing something illegal. It’s a world that exists through middle men who work and transact business in the shadows, and among those already documented are members of the world’s rich and famous: from politicians, Fifa officials, fraudsters and drug smugglers, to celebrities and professional athletes. Also, the following 12 heads of state have been named:

Sigmundur Davío Gunnlaugsson, PM of Iceland. (The something-something was me being a lazy bum, sue me)

Ayad H. Allawi, ex PM of Iraq.

Hamad Jasim J.M. Al-Thani, ex PM of Qatar.

Sheik Al-Thani, Emir of Qatar.

HM King Salman, King of Saudi Arabia

Ahmad Al-Nirghani, ex-president of Sudan

Sultan Al-Nahyan, president of the UAE.

Pavlo Lazarenko, ex-PM of Ukraine.

Petro Poroshenko, president of Ukraine.

One thing that is noticeably absent from the Panama Papers so far is any references to U.S. politicians or stars. It’s probably a safe bet that it’s not because they’re all squeaky clean, but rather it probably just signifies that Mossack Fonseca was the fourth largest firm of it’s kind in the world, meaning there are plenty of other places for dirty U.S. citizens to be hiding.  Interestingly, one name that has appeared with a lot of frequency is Vladimir Putin, so some have suggested that this might be the work of the CIA.

At the conclusion of this article, stay tuned for an additional piece on Putin’s known role in the Panama Papers thus far. In the days and weeks that follow, I suggest keeping an eye on his response, and that may open some insight to whether this leak was really part of a larger operation by US intelligence.

The Guardian Reports:

The Panama Papers are an unprecedented leak of 11.5m files from the database of the world’s fourth biggest offshore law firm, Mossack Fonseca. The records were obtained from an anonymous source by the German newspaper Süddeutsche Zeitung, which shared them with the International Consortium of Investigative Journalists (ICIJ). The ICIJ then shared them with a large network of international partners, including the Guardian and the BBC.

WHAT DO THEY REVEAL?

The documents show the myriad ways in which the rich can exploit secretive offshore tax regimes. Twelve national leaders are among 143 politicians, their families and close associates from around the world known to have been using offshore tax havens.

A $2bn trail leads all the way to Vladimir Putin. The Russian president’s best friend – a cellist called Sergei Roldugin – is at the centre of a scheme in which money from Russian state banks is hidden offshore. Some of it ends up in a ski resort where in 2013 Putin’s daughter Katerina got married.

Among national leaders with offshore wealth are Nawaz Sharif, Pakistan’s prime minister; Ayad Allawi, ex-interim prime minister and former vice-president of Iraq; Petro Poroshenko, president of Ukraine; Alaa Mubarak, son of Egypt’s former president; and the prime minister of Iceland, Sigmundur Davíð Gunnlaugsson.

An offshore investment fund run by the father of British prime minister David Cameron avoided ever having to pay tax in Britain by hiring a small army of Bahamas residents to sign its paperwork. The fund has been registered with HM Revenue and Customs since its inception and has filed detailed tax returns every year.

Thousands of people have taken to the streets of Iceland’s capital, Reykjavik, outraged by their Prime Minister’s alleged offshore accounts that were brought to light in the so-called Panama Papers.

Icelandic Prime Minister Sigmundur David Gunnlaugsson reportedly failed to declare his stake in an offshore company based in the British Virgin Islands. The revelation has made Icelanders “mad” at their government, with some demanding a no-confidence vote and the PM’s resignation.

If our earlier information is true that the IMF is now controlled, or at least influenced, by China, the above “credit event” might be part of the BRICS’s plan to destroy the Khazarian European Union in favor of the New Silk Road. All of the above recent leaks, and the combined publicly released Wikileaks Cablegate and Snowden’s NSA mass surveillance, will only be eclipsed by the biggest leak so far, i.e. Panama Papers, a 2.6 terabytes of data.


“The Panama Papers include approximately 11.5 million documents – more than the combined total of the Wikileaks Cablegate, Offshore Leaks, Lux Leaks, and Swiss Leaks. The data primarily comprises e-mails, pdf files, photo files, and excerpts of an internal Mossack Fonseca database. It covers a period spanning from the 1970s to the spring of 2016. “

Moreover, the journalists crosschecked a large number of documents, including passport copies. About two years ago, a whistleblower had already sold internal Mossack Fonseca data to the German authorities, but the dataset was much older and smaller in scope: while it addressed a few hundred offshore companies, the Panama Papers provide data on some 214,000 companies. In the wake of the data purchase, last year investigators searched the homes and offices of about 100 people. The Commerzbank was also raided. As a consequence of their business dealings with Mossack Fonseca, Commerzbank, HSH Nordbank, and Hypovereinsbank agreed to pay fines of around 20 million euros, respectively. Since then, other countries have also acquired data from the initial smaller leak, among them the United States, the UK, and Iceland.

…For each name found, a detailed research process was initiated that posed the following questions: what is this person’s role in the network of companies? Where does the money come from? Where is it going? Is this structure legal?

Generally speaking, owning an offshore company is not illegal in itself. In fact, establishing an offshore company can be seen as a logical step for a broad range of business transactions. However, a look through the Panama Papers very quickly reveals that concealing the identities of the true company owners was the primary aim in the vast majority of cases. From the outset, the journalists had their work cut out for them. The providers of offshore companies – among them banks, lawyers, and investment advisors – often keep their clients’ names secret and use proxies. In turn, the proxies’ tracks then lead to heads of state, important officials, and millionaires. Over the course of the international project, journalists cooperated with one another to investigate thousands of leads: they examined evidence, studied contracts, and spoke with experts.

Among others, Mossack Fonsecas’ clients include criminals and members of various Mafia groups. The documents also expose bribery scandals and corrupt heads of state and government. The alleged offshore companies of twelve current and former heads of state make up one of the most spectacular parts of the leak, as do the links to other leaders, and to their families, closest advisors, and friends. The Panamanian law firm also counts almost 200 other politicians from around the globe among its clients, including a number of ministers.

…Clients can buy an anonymous company for as little as USD 1,000. However, at this price it is just an empty shell. For an extra fee, Mossack Fonseca provides a sham director and, if desired, conceals the company’s true shareholder. The result is an offshore company whose true purpose and ownership structure is indecipherable from the outside. Mossack Fonseca has founded, sold, and managed thousands of companies. The documents provide a detailed view of how Mossack Fonseca routinely accepts to engage in business activities that potentially violate sanctions, in addition to aiding and abetting tax evasion and money laundering.”

Interestingly, the Panama Papers leak also implicated Putin rather indirectly, and for which the Kremlin had already anticipated, i.e.:

On Monday, the Kremlin announced that an information attack on the Russian leader and his friends and family was set to be launched in several countries in the upcoming days.

Is the Panama Papers designed to tone down Putin’s upperhand in Syria?

Panama Is Just the Tip of the Iceberg: Global Tax Avoidance Is Literally Killing the Poor

We knew global corporations were avoiding tax, now the Panama-papers leaks have shown us that world leaders are at it too.

But Panama is only the tip of the iceberg.

Britain itself is the head of the world's largest financial secrecy network, and is facilitating tax avoidance by refusing make its overseas territories expose the names of the individuals and companies that are hiding their wealth there.

Britain's refusal to shut its tax havens also makes possible tax avoidance by global corporations and global leaders.

This is a stitch up. Meaningful reform of the tax system in the interest of the public is being prevented due to the interests of the world's rich and powerful, who are making a killing.

Those literally being killed from this cosy deal are the world's poor.

Every year around $200bn of untaxed income is taken out of poor countries by the international corporations operating on their territory. That is around 50% more than the total amount they receive in aid from rich counties.

An estimated 1,000 children die each day across the developing world because illicit and untaxed income is spirited away from developed countries into tax havens.

Without the flow of untaxed money leaving the continent, Africa would on average be on course to hit the fourth Millennium Development Goal this year of reducing by two-thirds the under-five mortality rate. Now it will have to wait until 2029.

Britain should require that all of its crown dependencies and overseas territories such as the British Virgin and Cayman Islands attend the anti-corruption summit in May to pressure them to make public the names of the individuals and companies who are hiding untaxed or laundered income on their territories. Not doing so would mean the summit is a charade. The government should also launch an investigation into the affects of UK tax treaties on development in poor countries. Ireland and the Netherlands have done this, Britain should do the same.

For too long we have exploited poor countries for our own enrichment. Now we exploit poor countries for the enrichment of private multinationals. By fixing the global tax system we are also sending a message that Britain supports fair play. We are saying that we support the poor over the rich, the many over the few and public service over private greed.
